Fixed IPs issues

The UI for setting fixed IPs needs polish.
There are also bugs when you set a "fixed IP" address to an existing DHCP lease (it really gets messed up)

The UI in the setup page for "Fixed IP" needs to be made consistent with the setup page.
Also, if you set a fiuxed IP address, and DO NOT tell it a MAC address this totally breaks the DHCP server on the HDA!
